The concept was direct tie-in to the 'Red Gyarados' encounter at the Lake of Rage in the 1999/2000 Pokémon Gold and Silver video games. Wizards of the Coast produced this set during a transitional era of the TCG, and the pull rates for Shining cards were approximately 1 per 12-18 booster packs, making them significantly harder to obtain than standard Holo Rares of the time.
